NECOM election: Farinto woos ANLCA members with enhanced operating environment as he takes campaign rally to Tin Can Port

—makes special offers to youths, women

Kayode Farinto, the presidential hopeful of the Association of Nigerian Licensed Customs Agents(ANLCA) in the now postponed NECOM elections, has promised to enhance and reposition the freight forwarding profession into an enviable height that will make it more dignified, respectable and a pride to the practitioners.
Farinto, who is also the incumbent Acting President of ANLCA, made this declaration Tuesday while addressing an appreciative crowd of supporters and well-wishers who thronged the open-ground campaign rally at the Tin Can Island port.
The ANLCA presidential aspirant, whose campaign train has crisscrossed all the freight forwarders enclaves in the country, said he would achieve his plan for a better life and stress-free operating environment for Customs brokers through what he described as the enthronement of ”mitigants”, these are programmes of action that will mitigate the challenges of freight forwarders.
”The freight forwarders are contending with too many issues that make life and the practice of our profession unbearable.
”In view of this, I shall ensure, if voted to power, that the appropriate authorities provide us what I call the mitigants.
‘The first mitigant is that government should give the freight forwarders one percent of the revenue we generate through the Nigeria Customs service because we are the ones generating the revenue while the customs merely collect it.
”The second mitigant is to invoke the relevant section of the new CEMA act which concedes the right to have what is called ”Authorised Economic Operator” to all compliant Importers and their agents.
”By this, I mean, as a licensed Customs broker, if my company has integrity, I can apply for AEO, which means that I can apply to the Customs to take all the consignment in a vessel straight to my warehouse where all the necessary customs documentation and payment could be made, thereafter.
”This is now a law and this will make us stop being at the mercy of the terminal operators who subjects us to all kinds of charges. But before we can enjoy these privileges, we need to increase our compliance level. This is because Customs will profile you to ensure you have integrity and level of your trade compliance is high.
”The third mitigant is to ensure the abolition of the seven percent we pay on all the collectible duties which to my findings, is no longer tenable as it does not add any value to us.
”We call it ANACODA payment which was introduced in the 80s and it needs to be done away with
”The fourth mitigant is the review of the database they use to calculate the VAT we pay, the database used to arrive at the VAT they slam on us is faulty.
”VAT is the value-added tax. You can only calculate that based on what you buy or, in our case, on the duty we pay. But that is not the case. The VAT we pay is calculated based on not only the duties, but all other charges multiplied by 7.5 percent, that is criminal and unacceptable” Farinto declared to the cheering of his excited audience.
He however pleaded with his supporters and all the freight forwarders to raise their level of compliance which he believed would help him make a strong case for them with the authority.
The ANLCA Chieftain however admonished the Customs authority to enthrone and entrench the practice of trade facilitation which he believes will engender trade compliance.
”Compliance is a two-way thing. I can only comply if you facilitate my trade”, he declared.
He also promised to empower women and pull them out of the fabled kitchen and ensure they get Customs licenses to practice customs brokerage, promising that his administration will be gender sensitive by including them in the National Executive Committee.
”We make sure that we empower our women in the area of procuring for them practicing licenses because our women are meticulous, even much more than men”
The ANLCA presidential hopeful also charged the youths in the freight forwarding trade to rise up and take their rightful positions in the association.
He admonished them to stop being docile and get more involved in how the affairs of the association are being run by retiring the old brigades in the positions of authority in ANLCA who he claimed are hell-bent on perpetuating themselves in power.
”It is high time you stood up to your right, if not, the old order will not fade away. I urge you to stand up and claim your mandate”
Farinto promised that, if elected into office, he would create two special offices mainly for the youths and ensure that a minimum of 10 licenses are generated for them on a yearly basis.
He however asked his supporters to disregard the campaign of Calumny against him being sponsored by his opponents.
”They don’t have anything against me. The only thing they might tell you is that I am arrogant, if they say that, so be it. I have no apology for that”, the frontline freight forwarder declared.
